For Immediate Release April 22, 2013 Presidential Message -- North Pacific Fisheries Convention

TO THE SENATE OF THE UNITED STATES:

With a view to receiving the advice and consent of the Senate to ratification, I transmit herewith the Convention on the Conservation and Management of High Seas Fisheries Resources in the North Pacific Ocean, done at Tokyo on February 24, 2012, and signed by the United States on May 2, 2012 (the "Convention"). I also transmit, for the information of the Senate, the report of the Secretary of State on the Convention that includes an article-by-article analysis.

The Convention establishes a regional fisheries management organization through which Parties will cooperate to ensure the long-term conservation and sustainable use of the fisheries resources in the high seas of the North Pacific Ocean while protecting the marine ecosystems in which these resources occur.

The Convention will require implementing legislation, which is being drafted and will be submitted separately to the Congress for its consideration.

Cooperation under the Convention will address fisheries resources not covered under preexisting international fisheries management instruments and will help to prevent destructive fishing practices on the high seas that may have impacts on fisheries resources in areas subject to U.S. jurisdiction. Ratification by the United States would also ensure that future U.S. fisheries interests in the region subject to the Convention will be factored into allocation decisions. I therefore recommend that the Senate give favorable consideration to the Convention and give its advice and consent to ratification at the earliest possible date.

Edward I

During the next couple of decades Llewellyn extended his control until, in 1267,  the Treaty of Montgomery recognised him as “Prince of Wales”, and although still a vassal of the King of England, he ruled a land recognised as purely Welsh.The Welsh and England had had a restive relationship for centuries, paralleled by  frequent periods of unrest within Wales as local rulers fought for supremacy. By 1250 the Welsh prince, [[Llewellyn ap Gruffydd]] had been reduced to the rank of an English baron, owing fealty to the Crown of England. During the next couple of decades Llewellyn extended his control until, in 1267,  the Treaty of Montgomery recognised him as “Prince of Wales”, and although still a vassal of the King of England, he ruled a land recognised as purely Welsh.In 1276 Edward perceived that Llewellyn had breached the Treaty of Montgomery. In what must be one of the greatest examples of overkill in medieval European history he mobilised the total forces of his realm, augmented by foreign troops and a large fleet, and in 1277 invaded Wales. The subsequent Peace of Aberconway was breached by Welsh forces hostile to Llewellyn and in 1282 Edward pounced again. Llewellan was killed in a skirmish, and his brother Dafydd was hunted down and hideously executed. A string of great concentric castles was built, and English law and customs began their march into the Welsh interior. The investiture of his son, Edward as [[Prince of Wales]] (which legend tells us was at Caernarvon Castle in 1284, but was in reality at Lincoln 17 years later) retained the perception of the State as a principality, but it was the principality belonging to the heir to the English throne.In 1276 Edward perceived that Llewellyn had breached the Treaty of Montgomery. In what must be one of the greatest examples of overkill in medieval European history he mobilised the total forces of his realm, augmented by foreign troops and a large fleet, and in 1277 invaded Wales. The subsequent Peace of Aberconwy was breached by Welsh forces hostile to Llewellyn and in 1282 Edward pounced again. Llewellyn was killed in a skirmish, and his brother Dafydd was hunted down and hideously executed. EDWARD I (1239-1307), King of England (1272-1307) was the embodiment of many of the perceptions and ideals of the medieval king. He was very tall (nicknamed “Longshanks”), intelligent, articulate and at his succession, already an experienced battle commander, having been the architect of the victory over Simon de Montfort at Evesham in 1265 and distinguishing himself in action during the truncated Eighth Crusade (1270).

He was very aware of his rights and privileges as the monarch of a major European feudal realm; but unlike his father, Henry III – indeed any king since Henry II a hundred years before – he also recognised the rights of his subjects and was a passionate believer in good and fair (for the period) governance. And he kept his word - as a young prince, when asked to break the oath he and his father, Henry III had made unwillingly at Oxford in 1258, he refused, although the barons had broken theirs. In his private life his love of his wife, Eleanor of Castile, and his very public and prolonged mourning after her death in 1290 are well recorded. Some of the 12 “Eleanor Crosses” he had erected in memoriam at the resting places for her funeral cortege on its way from Lincoln to Westminster still stand.

He was, however, ruthless and could be extremely cruel. He had the Plantagenet temper and was quick to take offence.

In the early years of his reign, free from the interminable struggles against France, hardly any aspect of the government of the realm, the relationship between Crown and Church, or the issue of law and order, was left untouched in Statutes approved at a series of Parliaments. He even re-confirmed the Magna Carta.

Edward’s legacy is complicated. He left a country bankrupted by the almost constant warfare of the previous twenty years. He had secured his country’s western borders, but committed to the upkeep of massive castles and a holding army in Wales. His treatment of the Scots still causes rancour in Anglo-Scottish relations today. This may or may not be balanced by the progress made in England’s standards of governance, and the greater reliance on parliament.

For Immediate Release April 22, 2013 Presidential Message -- South Pacific Fisheries Convention

TO THE SENATE OF THE UNITED STATES:

I transmit herewith the Convention on the Conservation and Management of High Seas Fishery Resources in the South Pacific Ocean (the "Convention"), done at Auckland, New Zealand, November 14, 2009, with a view to receiving the advice and consent of the Senate to ratification. I also transmit, for the information of the Senate, the report of the Secretary of State on the Convention that includes an article-by-article analysis.

The Convention establishes a regional fisheries management organization through which Parties will give effect to their duty to cooperate in the conservation and sustainable use of the high seas fishery resources in the South Pacific Ocean and to safeguard the marine ecosystems in which these resources occur.

The Convention requires Parties to apply specific conservation and management principles and approaches in giving effect to the objective of the Convention. These principles and approaches are enshrined in existing international instruments to which the United States is a party, such as the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of December 10, 1982, relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks of December 4, 1995. In addition, the Convention requires that Parties design and adopt specific conservation and management measures, such as limitations on catch or effort, time or area closures, and gear restrictions.

The Department of State, Department of Commerce, U.S. Coast Guard, and relevant U.S. stakeholders strongly support the Convention. The legislation necessary to implement the Convention will be submitted separately to the Congress for its consideration. I therefore recommend that the Senate give early and favorable consideration to this Convention and give its advice and consent to ratification.

He was selected by the Denver Broncos as the 25th pick of the first round of the 2010 NFL Draft. In 2011, with the team in last place, the Broncos decided to start Tebow as quarterback. A solidly built quaterback, Tim is 6'3" and weighs about 240 pounds.[4] Tebow had an impressive seven-game winning streak, and took the Broncos to the division championship and a home-game appearance in the playoffs. He led them to a stunning upset victory over the Pittsburgh Steelers with 316 passing yards for an average of 31.6 yards per toss, confounding his critics and causing a million searches on the internet for the meaning of John 3:16.[5]

However, that offseason the Broncos signed quarterback Peyton Manning to a deal costing nearly $100 million, and then immediately traded Tebow to the New York Jets. As the trade was finalized, on March 22, Tebow arrived in Morristown, New Jersey (near where the Jets train) amid much media publicity and fan support.

During the 2012 season, Tebow was largely kept on the bench despite continued poor play by starting quarterback Mark Sanchez. For example, on November 22, Sanchez played the entire game against the Patriots, a game which the Jets lost 49-19. Even after Sanchez repeatedly turned the ball over by throwing interceptions and fumbling the ball by running into his own lineman after a botched handoff, Tebow did not get into the game.

Finally the coach benched Sanchez, but he (or the owner) still refused to give Tebow any real playing time, instead starting Greg McElroy.[6] The repeated refusal to play Tebow became a bigger story than which side won or lost the game itself.

On April 29, 2013, after the draft weekend, the Jets waived their rights to Tebow.

On June 10, 2013, Tebow signed a contract with the New England Patriots.

Tebow is one of Conservapedia's Greatest Conservative Sports Stars and was a runner-up for Conservative of the Year 2011.

Tebow was homeschooled until college. He is an outspoken pro-lifer, and his mother had been told to have an abortion rather than to give birth to him. Tebow appeared in a pro-life television ad that aired during the 2010 Super Bowl, risking retaliation against his career by pro-aborts and the liberal media.[7]

Tebow has publically confirmed that he is a virgin. He has been mocked by liberals for waiting until marriage to have sex as a result of his faith.[8] Tebow answered a highly personal question at a press conference about his sex life by revealing that he practices abstinence:[9]

I think you're stunned right now. You can't even ask a question. ... I was ready for that question, but I don't think ya'll were.

Tebow volunteers on mission trips, one of which in the summer of 2008 to the Philippines was chronicled in an issue of the ESPN Magazine.

His faith in Christ is a well-known fact inside and outside the sports world.

Tebowing is the act of kneeling on one knee, resting your head on your fist and giving thanks. It is named for Tebow's fashion of public prayer, although critics (among which are fellow Christians) have criticized such open practice as this by citing Matthew 6, verses 5 and 6:

And when you pray, don't be like the hypocrites. They love to pray when standing in the synagogues and in the street corners, so that they may be seen by men. I tell you truly: They will get what's coming to them. But you, when you pray, go into your inner room, close your door and pray to your Father who is in secret, and your Father who sees what is done in secret will reward you.

Liberals in the sports industry have been long opposed to Tim Tebow because they do not want the spread of Christianity in the NFL. He has been subjected to harassment and criticism for his outward expression of his faith in Christ. Liberals use the accusation, with no basis, that he is a sub-par player as a shield for the fact that they are afraid of the negative reaction of the lame-stream media, which they fear will result in negative publicity and loss of sponsorship for the NFL. Their blinkered philosophy cannot understand that embracing Tebow and his message would lift the NFL out of its current doldrums.

A PROCLAMATION

As Americans, we are inheritors to a legacy of diversity unlike any other place on earth. We are home to more than 300 million people who come from every background, practice every faith, and hold every point of view. But where difference could draw us apart, we are bound together by a single sacred word: citizen. It defines our way of life, and it captures our belief in something bigger than ourselves -- the notion that our destiny is shared, and all of us do better when we accept certain obligations to one another.

National Volunteer Week is a time to renew that fundamentally American idea of service and responsibility. It is also a time to recognize the men, women, and children who bring that principle into practice every day by lifting up the people around them. Volunteering rates are the highest they have been in years. More Americans are answering the call to serve -- not for fanfare or attention, but because they want to give back. And as they do, they are making our communities stronger. They are boosting local economies. And they are building ladders of opportunity for those who need them most.

My Administration is dedicated to helping more Americans make that commitment. Through the Corporation for National and Community Service, we are investing in programs like AmeriCorps, FEMA Corps, and Senior Corps so more people can focus their talents on improving our neighborhoods. As we continue to draw down our forces abroad, we are opening up new ways for Americans to serve our veterans and military families here at home. We are encouraging States to let workers on unemployment insurance volunteer and build the skills they need to find a job. And this year, we are proposing new funding for the Volunteer Generation Fund that would help nonprofits recruit, manage, and maintain strong volunteer workforces. We also renamed the program the George H.W. Bush Volunteer Generation Fund, honoring the legacy of our 41st President and his enduring commitment to volunteerism.

We need not look far to see the power of service. Less than 6 months ago, when Hurricane Sandy bore down on our Atlantic coast, Americans responded with compassion and resolve. As an act of terror struck Boston at the finish line of a great race, and an explosion in Texas tore through a tight-knit community, we stood by each other in times of need. Ordinary men and women have stepped forward and accomplished extraordinary things together, uniting as friends and neighbors and fellow citizens. The strength they have shown reminds us that even in our darkest hours, we look out for each other. We pull together. And we move forward as one. NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim April 21 through April 27, 2013, as National Volunteer Week. I call upon all Americans to observe this week by volunteering in service projects across our country and pledging to make service a part of their daily lives.

For Immediate Release April 22, 2013 President Obama Signs Massachusetts Disaster Declaration

The President today declared a major disaster exists in the Commonwealth of Massachusetts and ordered Federal aid to supplement commonwealth and local recovery efforts in the area affected by the severe winter storm, snowstorm, and flooding during the period of February 8-9, 2013.

Federal funding is available to commonwealth and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storm, snowstorm, and flooding in the counties of Barnstable, Berkshire, Bristol, Dukes, Essex, Franklin, Hampden, Hampshire, Middlesex, Nantucket, Norfolk, Plymouth, Suffolk, and Worcester.

In addition, federal funding is available to the commonwealth and eligible local governments on a cost-sharing basis for snow assistance for a continuous 48-hour period during or proximate to the incident period in Berkshire, Bristol, Essex, Franklin, Hampden, Hampshire, Middlesex, Norfolk, Suffolk, and Worcester Counties. 

Federal funding is also available on a cost-sharing basis for hazard mitigation measures for all counties within the commonwealth.

W. Craig Fugate, Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named James N. Russo as the Federal Coordinating Officer for federal recovery operations in the affected area.

FEMA said additional designations may be made at a later date if requested by the commonwealth and warranted by the results of further damage assessments.
