Study: Premiums Could Rise Average Of 40 Percent Under ObamaCare

Health insurance premiums could rise by as much as 40 percent as a result of President Obama's healthcare law, according to a new study.

The survey of premiums in six states found that premiums could increase most significantly for young, healthy men. 

Premiums will rise for people who currently purchase bare-bones plans with high deductibles and meager coverage. They'll be forced to upgrade to policies that must offer at least a certain level of coverage.

Democrats say many of the meager policies on the market today give people a false sense of security — they think they have health insurance, but their policies don't actually cover the services they're most likely to need, even in an emergency.

Republicans argue that forcing consumers to purchase different plans violates President Obama's pledge that people who like their healthcare coverage can keep it. The changes impose higher costs on those who can least afford it, critics say.

Most people who see their premiums rise will get help from the federal government to help cover the additional costs, according to Thursday's survey, which was conducted by the Milliman consulting firm on behalf of Center Forward.

The healthcare law establishes new insurance exchanges in each state. The exchanges are primarily for people who buy coverage on their own, rather than purchasing insurance through an employer. 

People in the individual market currently tend to choose policies that don't offer much coverage and carry high out-of-pocket costs for the services they do cover, according to Milliman's research. 

The firm analyzed the individual markets in six states with varying degrees of regulation already in place. In New Jersey, where insurance is already highly regulated, the healthcare law won't lead to much of a premium hike at all — in fact, consumers could see their costs fall by as much as 25 percent.

But in states that don't already restrict meager insurance policies, the healthcare law could have a bigger impact. In Florida and Ohio, premiums for one of the cheapest individual policies allowed under ObamaCare could cost upwards of 50 percent more than the more bare-bones plans available now.

Across the six states studied, 40 to 60 percent of people on the individual market will be eligible for subsidies to help offset the cost of insurance, Milliman found.

The law provides subsidies, based on income, to help cover premiums, as well as separate subsidies to defray out-of-pocket costs. Even if underlying premiums rise, many people will see their own costs fall because of the help they'll get from subsidies, Milliman said.

Average Student Debt Has Ballooned 58 Percent In The Last Seven Years

A new report from the analysis firm Fair Isaac Corp. provides one more piece of evidence confirming that student debt is out of control. According to the report, average student debt grew 58 percent between 2005 and 2012, leaving students buried under more than $27,000 each. Delinquencies, of course, rose along with the debt load:

The delinquency rate today on student loans that were originated from 2005-2007 is 12.4 percent. The comparable figure for student loans that were originated from 2010-2012 is 15.1 percent, representing an increase in the delinquency rate by nearly 22 percent.

While the delinquency rate is climbing, the average amount of student loan debt is increasing even faster. In 2005, the average U.S. student loan debt was $17,233. By 2012, it had ballooned to more than $27,253 – an increase of 58 percent in seven years. By contrast, the average credit card balance and the average balance on car loans owed by U.S. consumers actually decreased during the same period.

“This situation is simply unsustainable and we’re already suffering the consequences,” said Andrew Jennings, chief analytics officer of Fair Issac. “When wage growth is slow and jobs are not as plentiful as they once were, it is impossible for individuals to continue taking out ever-larger student loans without greatly increasing the risk of default.” This chart shows how student loan debt has outpaced other forms of debt:

Off-The-Charts Heat Wave Brings Australia Its Hottest Average Temperature And New Map Colors For Temps Above 122°F!

Global warming has given new meaning to “off-the-charts” heat wave in Australia. The Sydney Morning Herald reports:

The Bureau of Meteorology’s interactive weather forecasting chart has added new colours – deep purple and pink – to extend its previous temperature range that had been capped at 50 degrees [122°F].

The Australian government’s new forecasting map now has colors that go up to 54°C [129°F].

Many parts of the country have already set local records with temperatures as high as 118°F. It remains to be seen whether temperatures blow past 122°F [50C] – or already have (“large parts of central Australia have limited monitoring”).

How unprecedented is the Australian heat wave? As meteorologist Jeff Masters explains, it is both deep and widespread:

It’s been a summer like no other in the history of Australia, where a sprawling heat wave of historical proportions is entering its second week. Monday, January 7, was the hottest day in Australian history, averaged over the entire country, according to the Australian Bureau of Meteorology. The high temperature averaged over Australia was 105°F (40.3°C), eclipsing the previous record of 104°F (40.2°C) set on 21 December 1972. Never before in 103 years of record keeping has a heat wave this intense, wide-spread, and long-lasting affected Australia. The nation’s average high temperature exceeded 102°F (39°C) for five consecutive days January 2 – 6, 2013–the first time that has happened since record keeping began in 1910. Monday’s temperatures extended that string by another day, to six. To put this remarkable streak in perspective, the previous record of four consecutive days with a national average high temperature in excess of 102°F (39°C) has occurred once only (1973), and only two other years have had three such days in a row–1972 and 2002 (thanks go to climate blogger Greg Laden for these stats.) Another brutally hot day is in store for Wednesday, as the high pressure region responsible for the heat wave, centered just south of the coast, will bring clear skies and a northerly flow of air over most of the country.

Australia’s Bureau of Meteorology doesn’t pull punches on what is driving this astounding heat:

‘‘The current heatwave – in terms of its duration, its intensity and its extent – is now unprecedented in our records,’’  the Bureau of Meteorology’s manager of climate monitoring and prediction, David Jones, said.

‘‘Clearly, the climate system is responding to the background warming trend. Everything that happens in the climate system now is taking place on a planet which is a degree hotter than it used to be.’’

As the warming trend increases over coming years, record-breaking heat will become more and more common, Dr Jones said.

‘‘We know that global climate doesn’t respond monotonically – it does go up and down with natural variation. That’s why some years are hotter than others because of a range of factors. But we’re getting many more hot records than we’re getting cold records. That’s not an issue that is explained away by natural variation.’’

The world’s continued inaction on limiting carbon pollution, coupled with ever-more worrisome observations and analysis, has led a number of Australian researchers to join the ever-growing club of unexpectedly blunt scientists:

According to a peer-reviewed study by the Australian-based Global Carbon Project, global average temperatures are on a trajectory to rise a further four to six degrees [C] by the end of this century, with that rise felt most strongly over land areas. It would be enough to tip Tuesday’s over-40 temperatures over much of mainland Australia very close to 50 degrees in some parts.

Those of us who spend our days trawling – and contributing to – the scientific literature on climate change are becoming increasingly gloomy about the future of human civilisation,’’ said Liz Hanna, convener of the human health division at the Australian National University’s Climate Change Adaptation Network.

‘We are well past the time of niceties, of avoiding the dire nature of what is unfolding, and politely trying not to scare the public. The unparalleled setting of new heat extremes is forcing the continual upwards trending of warming predictions for the future, and the timescale is contracting.’’

The time to cut carbon pollution sharply was a long time ago, but acting now is still much less suicidal than delaying further.

West Antarctica Warming Three Times Faster Than Global Average, Threatening To Destabilize This Unstable Ice Sheet

BOULDER—In a finding that raises further concerns about the future contribution of Antarctica to sea level rise, a new study finds that the western part of the continent’s ice sheet is experiencing nearly twice as much warming as previously thought.

Researchers have determined that the central region of the West Antarctic Ice Sheet (WAIS) is experiencing twice as much warming as previously thought. Their analysis focuses on the  temperature record from Byrd Station (indicated by a star), which provides the only long-term temperature observations in the region. The temperature record from Byrd Station, a scientific outpost in the center of the West Antarctic Ice Sheet (WAIS), demonstrates a marked increase of 4.3 degrees Fahrenheit (2.4 degrees Celsius) in average annual temperature since 1958. The rate of increase is three times faster than the average temperature rise around the globe for the same period.

The study was published Sunday in the journal Nature Geoscience ["Central West Antarctica among most rapidly warming regions on Earth" (subs. req'd)]. It was conducted by scientists at Ohio State University (OSU), the National Center for Atmospheric Research (NCAR), and the University of Wisconsin-Madison, with funding coming from the National Science Foundation, which is NCAR’s sponsor.

“Our results indicate that temperature increases during the past half century have been almost twice what we previously thought, placing West Antarctica among the fastest warming regions on Earth,” says NCAR scientist Andrew Monaghan, a co-author. “A growing body of research shows that the West Antarctic Ice Sheet is changing at an alarming rate, with pressure coming from both a warming ocean and a warming atmosphere.”

This study reveals warming trends during the summer months of the Southern Hemisphere (December through February), notes co-author David Bromwich, professor of geography at Ohio State University and senior research scientist at the Byrd Polar Research Center.

“Our record suggests that continued summer warming in West Antarctica could upset the surface mass balance of the ice sheet, so that the region could make an even bigger contribution to sea level rise than it already does,” Bromwich says.  “Even without generating significant mass loss directly, surface melting on the WAIS could contribute to sea level indirectly by weakening the West Antarctic ice shelves that restrain the region’s natural ice flow into the ocean.”

Researchers consider the WAIS especially sensitive to climate change because the base of the ice sheet rests below sea level, making it vulnerable to direct contact with warm ocean water. Its melting currently contributes 0.3 millimeters to sea level rise each year. This is second only to Greenland, whose contribution to sea level rise has been estimated as high as 0.7 mm per year.

Due to its location some 700 miles from the South Pole and near the center of the WAIS, conditions at Byrd Station are an important indicator of climate change throughout the region.

In the past, researchers haven’t been able to make much use of the Byrd Station measurements because of incomplete temperature observations. Since its establishment in 1957, the station has not been occupied continuously. A year-round automated station was installed in 1980, but it has experienced frequent power outages, especially during the long polar night when its solar panels can’t recharge.

The new study fills in the data gaps with a powerful computer model of the atmosphere and a numerical analysis method

In addition to offering a more complete picture of warming in West Antarctica, the new study shows for the first time that significant melt is occurring during summer.  Monaghan says the summertime warmth is particularly troubling because that is the season in which enhanced surface melting could most affect the WAIS and potentially weaken the ice shelves that buttress it.

“We’ve already seen enhanced surface melting contribute to the breakup of the Antarctic’s Larsen B Ice Shelf, where glaciers at the edge discharged massive sections of ice into the ocean that contributed to sea level rise,” he says. “The stakes would be much higher if a similar event occurred to an ice shelf restraining one of the enormous WAIS glaciers.”

“West Antarctica is one of the most rapidly changing regions on Earth, but it is also one of the least known,” says Bromwich. “Our study underscores the need for a reliable network of meteorological observations throughout West Antarctica, so that we can know what is happening—and why—with more certainty.”
