Letter -- Continuation of the National Emergency with Respect to Somalia

Dear Mr. Speaker: (Dear Mr. President:)

Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)) provides for the automatic termination of a national emergency unless, within 90 days prior to the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date. In accordance with this provision, I have sent to the Federal Register for publication the enclosed notice stating that the national emergency declared in Executive Order 13536 of April 12, 2010, with respect to Somalia is to continue in effect beyond April 12, 2013.

On January 17, 2013, the United States Government announced its formal recognition of the Government of Somalia. The United States had not recognized a government in Somalia for the previous 22 years. Although the U.S. recognition underscores a strong commitment to Somalia's stabilization, it does not remove the importance of U.S. sanctions, especially against persons undermining the stability of Somalia. For this reason, I have determined that it is necessary to continue the national emergency with respect to Somalia and to maintain in force the sanctions to respond to this threat.

For Immediate Release March 26, 2013 Letter from the President -- Regarding Overseas Contingency Operations/Global War on Terrorism

Dear Mr. Speaker: (Dear Mr. President:)

In accordance with section 5 of the Consolidated and Further Continuing Appropriations Act, 2013, I hereby designate for Overseas Contingency Operations/Global War on Terrorism all funding (including the rescission of funds) so designated by the Congress in the Act pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended, as outlined in the enclosed list of accounts.

The details of this action are set forth in the enclosed memorandum from the Acting Director of the Office of Management and Budget.

Stryker gets FDA warning letter after inspection

KALAMAZOO, Mich. -- Orthopedic maker Stryker Corp. said Tuesday that it received a warning from government regulators about quality control issues and unapproved marketing of medical devices.

The company said it got the letter from the Food and Drug Administration following a November inspection of its Portage, Mich., facility.

Stryker did not release the letter, but said the FDA cited the company for not notifying regulators about a product recall. The FDA also cited the company for marketing medical devices, including the Neptune Waste Management system, without a government-approved application. The Neptune device is a suction system used in the operating room to dispose of body fluids.

Stryker noted that it has already submitted plans to the FDA for correcting the problems cited in the warning letter.

The FDA regularly issues warning letters to companies that don't follow regulations for manufacturing and marketing drugs, medical devices and other products. The letters are not legally binding, but the FDA can take companies to court if they are ignored.

Stryker shares rose 42 cents to $66.64 in afternoon trading.

TO THE SPEAKER OF THE HOUSE OF REPRESENTATIVES
AND THE PRESIDENT PRO TEMPORE OF THE SENATE

February 22, 2013

Dear Mr. Speaker:   (Dear Mr. President:)

On February 20, 2013, the last elements of a deployment of approximately 40 additional U.S. military personnel entered Niger with the consent of the Government of Niger. This deployment will provide support for intelligence collection and will also facilitate intelligence sharing with French forces conducting operations in Mali, and with other partners in the region. The total number of U.S. military personnel deployed to Niger is approximately 100. The recently deployed forces have deployed with weapons for the purpose of providing their own force protection and security.

I directed this deployment of U.S. forces in furtherance of U.S. national security interests, and pursuant to my constitutional authority to conduct U.S. foreign relations and as Commander in Chief and Chief Executive.

I am providing this report as part of my efforts to keep the Congress fully informed, consistent with the War Powers Resolution (Public Law 93-148). I appreciate the support of the Congress in this action.

President Obama has already reduced the deficit by over $2.5 trillion, cutting spending by over $1.4 trillion, bringing domestic discretionary spending to its lowest level as a share of the economy since the Eisenhower era.

Consistent with section 306(c)(2) of the Cuban Liberty and Democratic Solidarity (LIBERTAD) Act of 1996 (Public Law 104-114) (the "Act"), I hereby determine and report to the Congress that suspension, for 6 months beyond February 1, 2013, of the right to bring an action under title III of the Act is necessary to the national interests of the United States and will expedite a transition to democracy in Cuba.

TO THE SPEAKER OF THE HOUSE OF REPRESENTATIVES
AND THE PRESIDENT PRO TEMPORE OF THE SENATE

January 13, 2013

Dear Mr. Speaker: (Dear Mr. President:)

On January 11, 2013, French forces conducted an operation in Somalia in which they attempted to rescue a French citizen being held hostage by al-Shabaab. United States forces provided limited technical support to the French forces in that operation, but took no direct part in the assault on the compound where it was believed the French citizen was being held hostage. United States combat aircraft briefly entered Somali airspace to support the rescue operation, if needed. These aircraft did not employ weapons during the operation. The U.S. forces that supported this operation left Somalia by approximately 8:00 p.m. Eastern Standard Time on January 11, 2013.

I directed U.S. forces to support this rescue operation in furtherance of U.S. national security interests, and pursuant to my constitutional authority to conduct U.S. foreign relations and as Commander in Chief and Chief Executive.

I am providing this report as part of my efforts to keep the Congress fully informed, consistent with the War Powers Resolution (Public Law 93-148). I appreciate the support of the Congress in this action.

Before taking questions from the assembled journalists, the President took a moment to reflect on the past four years, and look ahead to his agenda for the next term, which includes new jobs, new opportunity, and new security for the middle class

President Obama talks about the bipartisan agreement that Congress reached this week which prevented a middle-class tax hike, congratulates the newly sworn-in members of Congress, and looks forward to working with the new Congress in the new year to continue to grow our economy and shrink our deficits in a balanced way.

We'll soon reach a milestone in Afghanistan -- when Afghan forces take full responsibility for their nation's security and the war draws to a close.

For Immediate Release December 29, 2012 Letter from the President -- Chad War Powers Report

Dear Mr. Speaker: (Dear Mr. President:)

Due to the deteriorating security situation in the Central African Republic and the potential threat to U.S. citizens, U.S. embassy personnel and several private U.S. citizens were evacuated from Bangui, Central African Republic on December 27, 2012. In addition, at approximately 5:20 p.m. Eastern Standard Time on December 27, a stand-by response and evacuation force of approximately 50 U.S. military personnel from U.S. Africa Command deployed to Chad to support the evacuation of U.S. embassy personnel and U.S. citizens from the Central African Republic. Although equipped for combat, this stand-by security force was deployed solely for the purpose of protecting U.S. citizens and property, if necessary, until the U.S. embassy personnel and private U.S. citizens have been safely evacuated from the Central African Republic.

This action has been directed consistent with my responsibility to protect U.S. citizens both at home and abroad, and in furtherance of U.S. national security and foreign policy interests, pursuant to my constitutional authority to conduct U.S. foreign relations and as Commander in Chief and Chief Executive.

I am providing this report as part of my efforts to keep the Congress fully informed, consistent with the War Powers Resolution (Public Law 93-148). I appreciate the support of the Congress in this action.
