Data Breach Report Highlights Need for Cyber Policies

This week Verizon released the 2013 Data Breach Investigations Report, its sixth comprehensive annual report of the state of cybersecurity.  The DBIR adds important factual information to the increasingly public debate over the consumer privacy, national security and economic issues around cyber crime and how to prevent it. 

While the 2013 DBIR confirms that cyber crime remains a grave and growing threat to our security, it also provides important lessons about protecting data and about sound public policy which will enable a more robust fight against cyber criminals.

First, the facts.  In 2012, large-scale financial online crime and state-affiliated cyber espionage dominated the security landscape.  Cyber theft of intellectual property such as classified information, trade secrets and proprietary business data is a top threat to U.S. national and economic interests, yet these state-affiliated espionage campaigns were actually less common in 2012 than “hacking,” which accounted for 52% of all 2012 data breaches. 

Hactivists – who launch cyber attacks for ideological purposes or for the pure thrill of it – seek to paralyze communications systems through Distributed Denial of Service (DDoS) attacks.  DDoS creates significant costs because they not only impair business and operations, they can slow block or dramatically limit access to websites under attack.

As in years past, the 2013 DBIR reaffirms the importance of cyber hygiene.  Seventy-six percent of network intrusions exploited weak or stolen user names or/passwords. Fully forty percent of intrusions incorporated such malware as malicious software, script, or code used to compromise information.  Rigorous password practices, controls on the use of transferable media like thumb drives and other basic protections remain the first, best protections against cyber attack. 

What do these facts say about public policy?  Two things:  cooperation and flexibility.  The vulnerability of hardware and software underscores the interdependent nature of the Internet ecosystem and the need for all technology sectors to be working closely together in defending against cyber-attacks.  Verizon has a strong record of protecting our networks and the privacy and data of our customers, and we share the industry’s commitment to ongoing efforts to further improve the effectiveness of our nation’s cyber defenses.  

While our industry successfully defeats millions of attempted cyber-attacks each day, it does so because it retains the flexibility to take quick and decisive action against these attacks. In February, the Obama Administration issued an Executive Order to promote best practices on cyber security for critical infrastructure sectors.  That Order acknowledged the need for a flexible approach driven by private-public collaboration. 

Changes in federal law would go further in advancing U.S. cybersecurity.  But it’s important to note that in addressing this increasingly important national and economic security issue, there is no single, correct solution. There are many players and many solutions, and all these players in the Internet ecosystem – service providers, communications equipment makers, software developers – need to participate in the common defense. 

Congress will also play a key role and can improve our national cybersecurity posture.  Perhaps the single most important step would be to promote the voluntary sharing of cyber threat information between and among communications companies and federal agencies.  Critical to ensuring private sector participation will be providing appropriate antitrust and liability protection.   And, of course, it is vitally important that legislation provides adequate protection for Americans’ privacy and civil liberties.  The recent overwhelming 288-127 House vote on the “Cyber Intelligence Sharing and Protection Act” clearly demonstrates that bipartisan, consensus-based cyber legislation is achievable this year.

As we continue to work to find the best solutions to ensure the best cyber security in the middle of this fast-moving technological war, we must avoid regulatory mandates that will quickly become obsolete and potentially hinder the ability of high tech companies and broadband providers to innovate and coordinate to defeat ever-evolving cyber threats.   These companies must maintain the flexibility to deploy new technologies in real-time to secure networks and to protect customers. 

Together, a strong public-private partnership will produce a safer and more secure online environment that supports America’s economic prosperity and growth.  As our data breach report recommends, there are many steps that businesses, government agencies and other organizations can take to protect themselves.   But it will take teamwork – all of us working together – to permanently secure one of the most creative – and important – inventions of our time that will only grow in importance for our future.

Remarks by the President at Teacher of the Year Event

THE PRESIDENT:  Well, hello, everybody.  Please have a seat.  I am thrilled to welcome our state and national teachers of the year to the White House this afternoon.

People who know me know I’ve just got a soft spot for teachers, partly -- my sister is a teacher, my mom was a teacher for a while.  And if there’s one thing we can’t say enough to our nation’s educators, it is "thank you."  So today, we’ve got a chance to do that -- to show our extraordinary appreciation for the difference that they make in the lives of our children and the lives of our nation.

Now, before we get started, I’ve got to recognize another outstanding educator, our Secretary of Education, Arne Duncan -- (applause) -- who is as passionate about the future of our kids as anybody that I know.  And I’d like to acknowledge and applaud the three outstanding principals of the year who are joining us -- because we know that unless we’ve got outstanding leadership in our schools, it’s very hard for even great teachers to do their job.  And so please give them a big round of applause as well.  (Applause.)

Now, these educators behind me come from all over the country.  They represent cities and towns of every shape and size, all types of schools.  But the one thing that binds them together is that they are absolutely devoted to nurturing the next generation.  They’re role models who show our kids how to work hard to reach their potential.  They encourage our children’s passion.  They inspire our children’s imaginations.

And this year’s national teacher of the year, Jeff Charbonneau, is from Zillah, Washington.  Did I say that right, Jeff?

MR. CHARBONNEAU:  Charbonneau, so yes.

THE PRESIDENT:  Charbonneau --

MR. CHARBONNEAU:  Charbonneau from Zillah.

THE PRESIDENT:  From Zillah.  (Laughter.)  That’s why he’s a good teacher.  (Laughter.)  As Jeff put it, a teacher’s “greatest accomplishments are revealed each time a student realizes that he or she has an unlimited potential.”  And I’ll bet any -- everybody here can remember a moment like that, when a teacher helped them find that spark that allowed them to get to where they are today; a teacher who saw something in us that maybe at the time we didn’t see in ourselves.

Twelve years ago, when Jeff decided to return to his hometown to teach, Zillah High School had no engineering curriculum.  The science curriculum was lagging.  Kids had to go off campus for technology classes, and the computer resources were, frankly, pretty poor.

But Jeff was determined to turn that around.  He wanted to convince kids that something like quantum mechanics wasn’t something to run away from, but something to dive into.  And he said, “It's my job to convince them that they are smart enough, that they can do anything.”

And now, with Jeff’s leadership at his high school, science enrollment is way up.  Kids are graduating at college-level science -- with college-level science credits.  The school expects to have to hire more teachers now to meet the demand. 

This kind of transformation is exactly why I’ve proposed preparing an additional 100,000 math and science teachers across the country over the next decade.  (Applause.)  And excellent teachers like Jeff could make up part of a Master Teachers Corps -- a network of outstanding educators who serve as leaders and mentors for their colleagues in these particular subject areas.

But it’s not just classroom teaching that distinguishes Jeff.  He reinvigorated the school’s yearbook.  He started an outdoors club.  He brought his passion to the drama program.  He’s even helping out other schools.  Because of Jeff, hundreds of thousands -- or hundreds of students all over the state are now participating in high-skills robotics competitions and gaining valuable engineering experience, all in the name of creating what Jeff calls “paradise.”  That’s what school is for him, that’s what he wants it to be for his students -- in their classrooms, but also in their activities and the greater community.

And basically, there’s nothing that Jeff will not try to give his students the best education in every respect.  And, by the way, I think it's important for us to acknowledge Jeff's wife and children and mom and dad and brother -- all presumably have to put up with him constantly doing all this stuff.  (Laughter.)  And we appreciate them for the great support that they've given him.  (Applause.) 

What's true for Jeff is true for every educator standing behind me.  They understand that their job is more than teaching subjects like reading or chemistry.  They’re not just filling blackboards with numbers and diagrams.  In classrooms across America, they’re teaching things like character and compassion and resilience and imagination.  They’re filling young minds with virtues and values, and teaching our kids how to cooperate and overcome obstacles.  So today, we honor the dedicated professionals that help guide that critical development. 

Any parent knows it’s hard to drop your son off or your daughter off at school that first time.  In the instant the car door slams or the school bus door shuts, there is a little flutter that goes on.  I like quoting somebody who said that being a parent is like having your heart outside your body wandering around.  (Laughter.)  But these teachers, they're the ones that we trust with our kids.  They're people who love our kids. 

A few months ago, we saw the true depths of a teacher’s commitment when six educators were killed trying to protect the children they embraced as their own.  There was the teacher who locked her first-grade students in a bathroom and whispered, “I love you," because, in her words, “I wanted that to be the last thing they heard, and not gunfire.”  The special-education teacher who was found cradling a student in her arms, trying to protect him from the evil that ultimately took them both. 

In those moments, those brave teachers showed the world what they do is more than just educate kids.  They embrace them and they nurture them and they love them.  And we know that the men and women behind me do the same.  

These folks did not go into teaching for money.  (Laughter.)  They certainly didn’t go into it because of the light hours and the easy work.  They walk into the classroom every single day because they love doing what they do, because they're passionate about helping our children realize the best versions of themselves so that our country can become the best version of itself.

And I just want to say to all of them, I hope that in some small measure this award keeps them going.  Because I never want our teachers to feel discouraged at a time of budget cuts, at a time when all too often problems in the schools are laid at the feet of teachers; where we expect them to do so much, and sometimes they get so little in return. 

I want you guys to know that the country appreciates you.  The kids appreciate you.  The parents appreciate you.  What you do matters.  It's critical to our success as a country, but most importantly, it's critical to those kids themselves.  I cannot think of something more important than reaching that child who maybe came in uninspired, and suddenly, you've inspired them. 

And, by the way, I want to mention -- I often talk about STEM and math and science -- I really do think it's critically important.  We've fallen behind on a lot of those subjects.  But I don't want to neglect our English teachers and our arts teachers, our music teachers, our history teachers, our social science teachers -- (applause) -- because, yes, we want folks inventing things and we need more engineers and scientists and probably fewer lawyers.  I can say that as a lawyer.  (Laughter.)  But part of what you're also teaching young people is qualities like compassion, and being able to put yourself in somebody else's shoes.  And that's what makes our society worth living in as well. 

So the bottom line is, thank you.  And the least that the rest of us can do is to give all of these folks the respect that they’ve earned, the gratitude we owe them.  Teaching is a profession and it should be treated like one.  And that means we're going to have to recruit and prepare and reward our next generation of great educators more effectively.  Secretary Duncan has been working with folks around the country on a new blueprint for teaching in the 21st century, listening to some of these outstanding teachers and educators and principals so that we can figure out what best practices are out there. 

Educators like Jeff and everyone up here today, they represent the very best of America -- committed professionals who give themselves fully to the growth and development of our kids.  And with them at the front of the classroom and leading our schools, I am absolutely confident that our children are going to be prepared to meet the tests of our time and the tests of the future. 

So we're grateful to all of you.  Thanks for helping our kids dream big, hope deeply and realize a brighter future.  So with that, I would now like to present Jeff with his apple.  And I want to -- but don't bite into it -- (laughter) -- and invite him to say a few words.  Give Jeff a big round of applause.  (Applause.)

For Immediate Release April 22, 2013 Readout of the President’s Calls to Special Agent in Charge Deslauriers and Commissioner Davis

Today, the President placed calls to FBI Special Agent in Charge Richard Deslauriers and Boston Police Commissioner Edward F. Davis to express his appreciation to the men and women of the Boston Field Office, Boston Police Department, and all the members of the Joint Terrorism Task Force. The President hailed the professionalism and bravery demonstrated by officers since Monday, and praised the impressive coordination between these federal, state, and local law enforcement agencies who together were able to bring this chapter of this tragedy to a close. While the President acknowledged there is still much work ahead, he thanked Special Agent in Charge Deslauriers and Commissioner Davis for their leadership and told them that the law enforcement officials, the citizens of Boston, and all affected by this tragedy were in his thoughts and prayers.

Report: Christie, Ryan, Axelrod to headline Romney retreat

New Jersey Gov. Chris Christie, Rep. Paul Ryan (R-Wisc.), and Obama strategist David Axelrod will headline a retreat being planned by former Republican presidential candidate Mitt Romney, the Boston Globe reports.

The June forum will also feature former senators Erskine Bowles and Alan Simpson, who chaired their eponymous debt-reduction commission, and Los Angeles Mayor Antonio Villaraigosa, the chairman of the Democratic National Convention in Charlotte, according to an e-mail obtained by the newspaper.

“As I indicated in your invitation, I have drawn speakers from government and business to identify key opportunities ahead,” Romney writes. “And I have made sure to invite presenters from both sides of the aisle.”

The event, dubbed "Experts and Enthusiasts," will be held in Park City, Utah and is sponsored by Solamere Group, the private equity firm where Romney now serves as chairman. The firm was founded by Romney's son, Tagg, and Spence Zwick, the finance chair of his campaign.

Last year, Romney held a similar retreat in the Utah resort town for hundreds of his campaign's top donors. Campaign staff and major Republican political figures including former Secretary of State Condoleezza Rice briefed donors.

According to the Globe, attendance to the event is expected to run $5,000, although is not considered a political donation.

The event will be Romney's first foray back into public life since his electoral defeat, with the exception of an appearance earlier this year at the Conservative Political Action Conference. At that time, Romney pledged to remain active in public life.

“I am sorry that I will not be your president,” he said. “But I will be your co-worker, and I will work shoulder-to-shoulder alongside you."

Support for gun control slips below 50 percent after Senate vote

Fewer than 50 percent of Americans say they support stricter gun controls, according to a survey released Tuesday, the first time since December's Newtown, Conn. elementary school shooting than less than half of those surveyed say they would back a new gun law.

According to the USA Today survey, 49 percent of Americans say they support passing a new gun control law while 45 percent oppose new legislation. That's down from 55 percent who supported new regulations in April and 61 percent in February. 

Last week, Senate Democrats failed to win the 60 votes necessary to move forward on a compromise bill that would have expanded background checks and instituted new penalties on so-called straw purchasers. Senate leaders had already acknowledged they were unlikely to win enough votes on an assault weapons ban or legislation limiting the size of magazine capacities — two suggestions of President Obama's gun violence commission.

Those who support new gun reforms are likely to be disappointed with the Senate's votes. Sixty-one percent of those who support new gun laws say Congress "should only agree to a stronger version of the bill, even if it might not pass," while just three in 10 say they should back a weaker law they know can win approval. Individual measures that comprise the totality of proposed gun control tend to poll higher than the overall bill, although the USA Today survey did not break out specific provisions. A Washington Post / ABC News poll earlier this month found that 86 percent of all Americans backed an expansion of background checks to cover gun shows and online sales.

On Monday, White House press secretary Jay Carney said Obama would "continue to push" for new gun restrictions.

"So the fact is this is hard because there are institutional reasons, there are political reasons, and there are other, I'm sure, personal reasons for why senators chose to vote against the vast majority of the American people," Carney said. "But we will continue to press the case. And this President made clear on Friday that this is just round one of this fight, that this will happen because it's the right thing to do and it's entirely common sense, and it would result in lives being saved."

For Immediate Release April 22, 2013 Presidential Message -- North Pacific Fisheries Convention

TO THE SENATE OF THE UNITED STATES:

With a view to receiving the advice and consent of the Senate to ratification, I transmit herewith the Convention on the Conservation and Management of High Seas Fisheries Resources in the North Pacific Ocean, done at Tokyo on February 24, 2012, and signed by the United States on May 2, 2012 (the "Convention"). I also transmit, for the information of the Senate, the report of the Secretary of State on the Convention that includes an article-by-article analysis.

The Convention establishes a regional fisheries management organization through which Parties will cooperate to ensure the long-term conservation and sustainable use of the fisheries resources in the high seas of the North Pacific Ocean while protecting the marine ecosystems in which these resources occur.

The Convention will require implementing legislation, which is being drafted and will be submitted separately to the Congress for its consideration.

Cooperation under the Convention will address fisheries resources not covered under preexisting international fisheries management instruments and will help to prevent destructive fishing practices on the high seas that may have impacts on fisheries resources in areas subject to U.S. jurisdiction. Ratification by the United States would also ensure that future U.S. fisheries interests in the region subject to the Convention will be factored into allocation decisions. I therefore recommend that the Senate give favorable consideration to the Convention and give its advice and consent to ratification at the earliest possible date.

Edward I

During the next couple of decades Llewellyn extended his control until, in 1267,  the Treaty of Montgomery recognised him as “Prince of Wales”, and although still a vassal of the King of England, he ruled a land recognised as purely Welsh.The Welsh and England had had a restive relationship for centuries, paralleled by  frequent periods of unrest within Wales as local rulers fought for supremacy. By 1250 the Welsh prince, [[Llewellyn ap Gruffydd]] had been reduced to the rank of an English baron, owing fealty to the Crown of England. During the next couple of decades Llewellyn extended his control until, in 1267,  the Treaty of Montgomery recognised him as “Prince of Wales”, and although still a vassal of the King of England, he ruled a land recognised as purely Welsh.In 1276 Edward perceived that Llewellyn had breached the Treaty of Montgomery. In what must be one of the greatest examples of overkill in medieval European history he mobilised the total forces of his realm, augmented by foreign troops and a large fleet, and in 1277 invaded Wales. The subsequent Peace of Aberconway was breached by Welsh forces hostile to Llewellyn and in 1282 Edward pounced again. Llewellan was killed in a skirmish, and his brother Dafydd was hunted down and hideously executed. A string of great concentric castles was built, and English law and customs began their march into the Welsh interior. The investiture of his son, Edward as [[Prince of Wales]] (which legend tells us was at Caernarvon Castle in 1284, but was in reality at Lincoln 17 years later) retained the perception of the State as a principality, but it was the principality belonging to the heir to the English throne.In 1276 Edward perceived that Llewellyn had breached the Treaty of Montgomery. In what must be one of the greatest examples of overkill in medieval European history he mobilised the total forces of his realm, augmented by foreign troops and a large fleet, and in 1277 invaded Wales. EDWARD I (1239-1307), King of England (1272-1307) was the embodiment of many of the perceptions and ideals of the medieval king. He was very tall (nicknamed “Longshanks”), intelligent, articulate and at his succession, already an experienced battle commander, having been the architect of the victory over Simon de Montfort at Evesham in 1265 and distinguishing himself in action during the truncated Eighth Crusade (1270).

He was very aware of his rights and privileges as the monarch of a major European feudal realm; but unlike his father, Henry III – indeed any king since Henry II a hundred years before – he also recognised the rights of his subjects and was a passionate believer in good and fair (for the period) governance. And he kept his word - as a young prince, when asked to break the oath he and his father, Henry III had made unwillingly at Oxford in 1258, he refused, although the barons had broken theirs. In his private life his love of his wife, Eleanor of Castile, and his very public and prolonged mourning after her death in 1290 are well recorded. Some of the 12 “Eleanor Crosses” he had erected in memoriam at the resting places for her funeral cortege on its way from Lincoln to Westminster still stand.

He was, however, ruthless and could be extremely cruel. He had the Plantagenet temper and was quick to take offence.

In the early years of his reign, free from the interminable struggles against France, hardly any aspect of the government of the realm, the relationship between Crown and Church, or the issue of law and order, was left untouched in Statutes approved at a series of Parliaments. He even re-confirmed the Magna Carta.

Edward’s legacy is complicated. He left a country bankrupted by the almost constant warfare of the previous twenty years. He had secured his country’s western borders, but committed to the upkeep of massive castles and a holding army in Wales. His treatment of the Scots still causes rancour in Anglo-Scottish relations today. This may or may not be balanced by the progress made in England’s standards of governance, and the greater reliance on parliament.

For Immediate Release April 22, 2013 Presidential Message -- South Pacific Fisheries Convention

TO THE SENATE OF THE UNITED STATES:

I transmit herewith the Convention on the Conservation and Management of High Seas Fishery Resources in the South Pacific Ocean (the "Convention"), done at Auckland, New Zealand, November 14, 2009, with a view to receiving the advice and consent of the Senate to ratification. I also transmit, for the information of the Senate, the report of the Secretary of State on the Convention that includes an article-by-article analysis.

The Convention establishes a regional fisheries management organization through which Parties will give effect to their duty to cooperate in the conservation and sustainable use of the high seas fishery resources in the South Pacific Ocean and to safeguard the marine ecosystems in which these resources occur.

The Convention requires Parties to apply specific conservation and management principles and approaches in giving effect to the objective of the Convention. These principles and approaches are enshrined in existing international instruments to which the United States is a party, such as the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of December 10, 1982, relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks of December 4, 1995. In addition, the Convention requires that Parties design and adopt specific conservation and management measures, such as limitations on catch or effort, time or area closures, and gear restrictions.

The Department of State, Department of Commerce, U.S. Coast Guard, and relevant U.S. stakeholders strongly support the Convention. The legislation necessary to implement the Convention will be submitted separately to the Congress for its consideration. I therefore recommend that the Senate give early and favorable consideration to this Convention and give its advice and consent to ratification.

Earlier this year Tebow was voted by players to be one of the top football players, and more recently he was voted by a small fraction of the NFL to be the most overrated in the league, with Jets starting quarterback Mark Sanchez listed as the second most overrated.[1][2][3] Tebow responded by laughing it off, observing the inconsistency in the polls.

He was selected by the Denver Broncos as the 25th pick of the first round of the 2010 NFL Draft. In 2011, with the team in last place, the Broncos decided to start Tebow as quarterback. A solidly built quaterback, Tim is 6'3" and weighs about 240 pounds.[4] Tebow had an impressive seven-game winning streak, and took the Broncos to the division championship and a home-game appearance in the playoffs. He led them to a stunning upset victory over the Pittsburgh Steelers with 316 passing yards for an average of 31.6 yards per toss, confounding his critics and causing a million searches on the internet for the meaning of John 3:16.[5]

However, that offseason the Broncos signed quarterback Peyton Manning to a deal costing nearly $100 million, and then immediately traded Tebow to the New York Jets. As the trade was finalized, on March 22, Tebow arrived in Morristown, New Jersey (near where the Jets train) amid much media publicity and fan support.

During the 2012 season, Tebow was largely kept on the bench despite continued poor play by starting quarterback Mark Sanchez. For example, on November 22, Sanchez played the entire game against the Patriots, a game which the Jets lost 49-19. Even after Sanchez repeatedly turned the ball over by throwing interceptions and fumbling the ball by running into his own lineman after a botched handoff, Tebow did not get into the game.

Finally the coach benched Sanchez, but he (or the owner) still refused to give Tebow any real playing time, instead starting Greg McElroy.[6] The repeated refusal to play Tebow became a bigger story than which side won or lost the game itself.

On April 29, 2013, after the draft weekend, the Jets waived their rights to Tebow.

On June 10, 2013, Tebow signed a contract with the New England Patriots.

Tebow is one of Conservapedia's Greatest Conservative Sports Stars and was a runner-up for Conservative of the Year 2011.

Tebow was homeschooled until college. He is an outspoken pro-lifer, and his mother had been told to have an abortion rather than to give birth to him. Tebow appeared in a pro-life television ad that aired during the 2010 Super Bowl, risking retaliation against his career by pro-aborts and the liberal media.[7]

Tebow has publically confirmed that he is a virgin. He has been mocked by liberals for waiting until marriage to have sex as a result of his faith.[8] Tebow answered a highly personal question at a press conference about his sex life by revealing that he practices abstinence:[9]

I think you're stunned right now. You can't even ask a question. ... I was ready for that question, but I don't think ya'll were.

Tebow volunteers on mission trips, one of which in the summer of 2008 to the Philippines was chronicled in an issue of the ESPN Magazine.

His faith in Christ is a well-known fact inside and outside the sports world.

Tebowing is the act of kneeling on one knee, resting your head on your fist and giving thanks. It is named for Tebow's fashion of public prayer, although critics (among which are fellow Christians) have criticized such open practice as this by citing Matthew 6, verses 5 and 6:

And when you pray, don't be like the hypocrites. They love to pray when standing in the synagogues and in the street corners, so that they may be seen by men. I tell you truly: They will get what's coming to them. But you, when you pray, go into your inner room, close your door and pray to your Father who is in secret, and your Father who sees what is done in secret will reward you.

Liberals in the sports industry have been long opposed to Tim Tebow because they do not want the spread of Christianity in the NFL. He has been subjected to harassment and criticism for his outward expression of his faith in Christ. Liberals use the accusation, with no basis, that he is a sub-par player as a shield for the fact that they are afraid of the negative reaction of the lame-stream media, which they fear will result in negative publicity and loss of sponsorship for the NFL. Their blinkered philosophy cannot understand that embracing Tebow and his message would lift the NFL out of its current doldrums.

A PROCLAMATION

As Americans, we are inheritors to a legacy of diversity unlike any other place on earth. We are home to more than 300 million people who come from every background, practice every faith, and hold every point of view. But where difference could draw us apart, we are bound together by a single sacred word: citizen. It defines our way of life, and it captures our belief in something bigger than ourselves -- the notion that our destiny is shared, and all of us do better when we accept certain obligations to one another.

National Volunteer Week is a time to renew that fundamentally American idea of service and responsibility. It is also a time to recognize the men, women, and children who bring that principle into practice every day by lifting up the people around them. Volunteering rates are the highest they have been in years. More Americans are answering the call to serve -- not for fanfare or attention, but because they want to give back. And as they do, they are making our communities stronger. They are boosting local economies. And they are building ladders of opportunity for those who need them most.

My Administration is dedicated to helping more Americans make that commitment. Through the Corporation for National and Community Service, we are investing in programs like AmeriCorps, FEMA Corps, and Senior Corps so more people can focus their talents on improving our neighborhoods. As we continue to draw down our forces abroad, we are opening up new ways for Americans to serve our veterans and military families here at home. We are encouraging States to let workers on unemployment insurance volunteer and build the skills they need to find a job. And this year, we are proposing new funding for the Volunteer Generation Fund that would help nonprofits recruit, manage, and maintain strong volunteer workforces. We also renamed the program the George H.W. Bush Volunteer Generation Fund, honoring the legacy of our 41st President and his enduring commitment to volunteerism.

We need not look far to see the power of service. Less than 6 months ago, when Hurricane Sandy bore down on our Atlantic coast, Americans responded with compassion and resolve. As an act of terror struck Boston at the finish line of a great race, and an explosion in Texas tore through a tight-knit community, we stood by each other in times of need. Ordinary men and women have stepped forward and accomplished extraordinary things together, uniting as friends and neighbors and fellow citizens. The strength they have shown reminds us that even in our darkest hours, we look out for each other. We pull together. And we move forward as one. NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim April 21 through April 27, 2013, as National Volunteer Week. I call upon all Americans to observe this week by volunteering in service projects across our country and pledging to make service a part of their daily lives.

For Immediate Release April 22, 2013 President Obama Signs Massachusetts Disaster Declaration

The President today declared a major disaster exists in the Commonwealth of Massachusetts and ordered Federal aid to supplement commonwealth and local recovery efforts in the area affected by the severe winter storm, snowstorm, and flooding during the period of February 8-9, 2013.

Federal funding is available to commonwealth and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storm, snowstorm, and flooding in the counties of Barnstable, Berkshire, Bristol, Dukes, Essex, Franklin, Hampden, Hampshire, Middlesex, Nantucket, Norfolk, Plymouth, Suffolk, and Worcester.

In addition, federal funding is available to the commonwealth and eligible local governments on a cost-sharing basis for snow assistance for a continuous 48-hour period during or proximate to the incident period in Berkshire, Bristol, Essex, Franklin, Hampden, Hampshire, Middlesex, Norfolk, Suffolk, and Worcester Counties. 

Federal funding is also available on a cost-sharing basis for hazard mitigation measures for all counties within the commonwealth.

W. Craig Fugate, Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named James N. Russo as the Federal Coordinating Officer for federal recovery operations in the affected area.

FEMA said additional designations may be made at a later date if requested by the commonwealth and warranted by the results of further damage assessments.
